Purpose of the consultancy


The main purpose of this consultation is to provide technical input to work of the Health Workforce Unit in the department of UHC Health Systems in preparation of the Regional Committee paper on health workforce, including facilitating the relevant consultations.


Background


The Department of UHC Health Systems is a technical department which envisions the achievement of universal health coverage (UHC) in all countries of the Eastern Mediterranean Region, thereby ensuring improved health outcomes through strengthened health systems.

The overarching mission of the Department of UHC Health System is to improve the performance of health systems in the Region by providing evidence-based policy advice, building individual and institutional capacity, and supporting priority programmes through better governance, financing, workforce, technologies and services.


The Health Workforce unit of UHC Health Systems Department works in strengthening the capacities of member states to develop and manage a competent health workforce, and thereby improve the access of the population to quality health care, through health workforce strategic planning and implementation, building governance and education capacities, improving health workforce information and knowledge and capacity building for priority health interventions.

The team contributes to health workforce strategies oriented towards universal health coverage implemented in countries.

The consultant will contribute to the above mentioned areas.

Start date: 15 February 2023

End date: 14 October 2023


Work to be performed

  • Contribute technically to draft the RC70 technical paper on health workforce which will entail
- review of literature and existing documents,
- gathering and analysis of available data, as needed
- contribute to drafting of the RC technical paper and supporting documents

  • Contribute to the consultation process for the RC paper, including a regional meeting on the health workforce in EMR
  • Contributing to background documentation
  • Communication and technical arrangements with speakers and panellists
  • Organizing panels and group works
  • Contribute to capacity building activities organized by the unit, including health workforce governance, health labour market analysis
  • Support the finalization, dissemination and implementation of workforce competency framework for essential public health functions in EMR

Required Qualifications

Education:


Essential:
First university degree in health sciences

Desirable:
Master's degree in public health, health or health workforce policies management is an asset.


Experience:

Up to 5 years of relevant work experience including international experience in public health workforce policies, planning, education or health labour market


Skills/ Technical knowledge
Specific technical knowledge in public health and health workforce policies


Language
Excellent knowledge of English


Location:

Cairo, Egypt


Medical clearance :
The selected Consultant will be expected to provide a medical certificate of fitness for work.


Travel (If travel is involved, a medical certificate of fitness for work will be required.) _All _
_travel arrangements__ will be made by WHO - WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive _
_subsistence allowance__.
