    EXPERIENCE AND EDUCATION:

    Essential Qualifications/Experience:

    A minimum requirement of a Bachelors degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience
    Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post
    Multidisciplinary experience in planning, design, system engineering and implementation of large and complex C4ISR systems
    Experience covering at least four of the following technologies and disciplines:
    Modern digital communication networking techniques, protocols and standards; communication networks specification, design and testing, with an emphasis on IP networks, including IPv6, QoS, SD-WAN
    Core Services and their realization in Enterprise-wide networks ( Active Directory, Microsoft Exchange, DNS, Microsoft SharePoint and Skype for Business)
    Infrastructure hosting, storage, Networking and associated virtualization technologies ( VMware vCloud Foundation, VMWare NSX-T, vSAN, Microsoft Azure Stack)
    Management and Monitoring Tools for Communication and Core Services
    Familiarization with Cyber Security Services ( Firewalls, Online Vulnerability Assessment, Online Computer Forensics, Security Information and Event Management)
    Environmental and Climatic protection measures and best practices for deployable CIS
    Knowledge and experience in state-of-the-art technologies, relevant to the work, deployable CIS, network design, switched multimedia networks, and familiarity with related international / commercial / industrial standards

    Desirable Qualifications/Experience:
    Certified in at least two of the following:
    ITIL Foundation
    PRINCE 2
    TOGAF or Archimate 3 Practitioner
    Documentation of Communication and Infrastructure systems and services
    Knowledge and recent experience of Business Process Design
    Understanding of security considerations in commercial or military communication systems
    Prior experience of working in an international environment comprising both military and civilian elements
    Knowledge of NATO responsibilities and organization, including ACO and ACT

    DUTIES/ROLE:
    Act as the Project Technical Lead for projects delivering Deployable CIS Capabilities and other CIS for Operations and Exercises; being responsible for developing the Technical solution by drafting Project Proposals and Service/Systems Requirements Specifications as well as acting as the Lead Engineer supervising the project implementation of the technical solution
    Responsible for the preparation of technical specifications, in the evaluation of bidders proposals and the testing and acceptance of systems
    Guiding and directing multidisciplinary technical teams on compliance, standardisation and coherence of services and products
    Serves as recognised Subject Matter Expert (SME) and advisor to customers and potential customers on technical matters related to the Operational CIS capabilities with focus on deployable CIS, analysing user requirements and translating them into technical solutions
    Works collaboratively with Technology Partners in developing business solutions and endorsing new technologies
    Maintains and develops knowledge in relation to the intellectual competencies specified above
    Gives scientific briefings and presentations; writes and/or reviews scientific papers and articles for publication
    Plans, prepares and, where required, hosts formal and informal visits and meetings with representatives of military, civilian and industrial organisations
    Represents the Agency, as directed, in NATO-related committees, working groups and panels, seminars, workshops,
    Maintaining liaison with the Service Line Architects, Service Area Architects and other Agency Architects to ensure the integrity and coherence of technologies with the wider NATO C3 systems and capabilities
    Maintaining a close relationship with the appropriate levels of NATO entities involved in NATO C4ISR processes
    Maintaining contact as required with representatives of industrial organisations within the NATO nations
    Liaison as required with national organisations with related roles and responsibilities in system implementation and acquisition
